Im Jahr 2008 wurde das Departement für Entwicklung und Zusammenarbeit (DEZA) einer grossen Reorganisation unterzogen. Ein Grossteil der Angestellten der DEZA wurde in Folge dieser Reorganisation in neu geschaffene Organisationseinheiten transferiert, was dazu führte, dass während der Übergangszeit niemand mehr genau wusste, wer wofür zuständig ist.  Diese Wissenslücke soll durch ein umfangreiches Mitarbeiterverzeichnis im Intranet geschlossen werden. In December 2007, Optaros delivered a first - Swiss enterprise scale - implementation of SugarCRM for the State of Vaud. The system, called REFEN, has been in production since begining of 2008. Today, a combined team of State and Optaros people is working on the upgrade of the initial release.
